Singles
Here is list of countries that I believe allow singles to adopt an orphan:
Brazil
- Both men and women. One of the only countries to allow single men to adopt.
Columbia
- Child must be at least 7 years of age.
Ethiopia
- Women only and rare. Case by case basis.
Haiti
India
- Woman cannot be older than 45 years of age.
Kazakhstan
Liberia
Mexico
Phillippines
Poland
Russia
Uganda
- May only adopt a child of the same sex
Thailand
- Women only and child must be special-needs

what is russia up to now as far as adoptions go?
As far as I can tell, Russia is still open. Here is a link with an update concerning home studies and agencies that was announced in March 2009.
