		<description>I am leaving for Uganda on Jan 1 for 3 months to teach at the Medical University.  I am the mother of a 9 year old boy and have been anxious to adopt a second child.  I would like to try to adopt while I am there.  I realize this is late in the process, but what is the most efficient way to adopt.  I was told by the state department to work with an adoption agency to do the home study and fill out the I600A form-- but then I read that Uganda does not allow adoption agencies.  I do know the 3 year residency requirement is lifted.  Please advise.

		<description>It is my understanding that in order to qualify for the tax credit, you have to have a finalized adoption. So, no, you are not eligible. However, if you plan to complete the adoption in the future, you will qualify for the tax credit in the year that your adoption finalized. So, even if you spent $16,000.00 in 2009 and do not complete the adoption until 2010 or later you will qualify for the credit once everything has finalized. Assuming that the adoption tax credit is still a federal program. Hope that is helpful. Again, I am not a professional, so you may want to ask an adoption lawyer or your agency as well.</description>

		<description>Wow!  Well...first I guess I have to say consider the source!  I mean Pauly Shore?!!?  What would one expect?  I have to wonder what his motivation is to pick international adoption as a topic to poke fun of...can&#039;t help but wonder if he is motivated by the publicity of Madonna and Angelina Jolie&#039;s international adoptions.  Hmmm... Well...one positive is that this film (if it makes it into the mainstream) will give those in the adoption triad an opportunity to speak their own truth about adoption.  

I do have to say, though, it breaks my heart for adoptees, because once again they appear to be the &quot;pawn&quot; in the adoption cycle.  

One a side note...some of his comments are pretty racist and may be very offensive to Africans, in particular!

Speaking about international adoption...I just watched another film &quot;referencing&quot; international adoption.  It is called Gigantic.  It is an independent film.  Makes adoption seem pretty much a breeze for the adoptive parents once the paperwork and interviews are over.  More fodder to feed the rumor mills.</description>
